The then Congress government had announced a judicial inquiry on 27 May 1987 to investigate the Maliana massacre. On August 27, Justice GL Srivastava was entrusted with the responsibility of the investigation. He submitted his investigation report to the government on 31 July 1989. And this report went in cold storage and was never made public. Although some parts of it were published in newspapers and magazines, in which questions were raised on the functioning of the police and the PAC.
Chhote Lal Bansal, the advocate for the accused side, says that the police had played a game in registering the FIR itself. People were made false accused. Of the 93 people against whom the report was filed, two died seven years before the riots and two died 10 years ago. The entire FIR was written by the then SHO on his own. He took the voter list and wrote the names of 50 families out of it, without even checking whether all those whose names are there are alive or not.
Even the litigants who were made did not know whose names were written, the FIR was written by SO according to them. This was also a major reason for the case not standing in the court. He said that apart from this, six of the witnesses produced also testified that the people named were not the ones who fired the shots, but the PAC and the policemen fired at the behest of the then administration, due to which people died. PIL was filed in Allahabad High Court
The Public Interest Litigation (PIL) was filed before the Division Bench of the Allahabad High Court by former Director General of Uttar Pradesh Police Vibhuti Narayan Rai and victim Ismail. Ismail lost 11 members of his family in Maliana. MA Rashid, a lawyer who represented the case in the Meerut trial court, demanded a fair and speedy trial by the SIT and adequate compensation to the families of the victims.

Preparations were also made to make a film named 1987 on the Maliana and Hashimpura incidents. It was announced in Meerut in 2015 that the film would be made under the banner of Hind Film Production. Although whether this film was made or not, it could not be known.
