Krishna (Shri Krishna) says, O Yudhishthira! In Treta Yuga, I had a devotee named Bali. Although Bali belonged to the demon clan, he used to worship me with devotion every day. Along with this, Asuraraj Bali always performed Yagya and also gave donations to Brahmins. One day he became arrogant of his power and attacked Indralok and conquered it. After this, he forced all the gods to leave Indralok.
Troubled by the sacrifice, all the gods including Indra came to Vaikunth Dham and praised me by chanting mantras, due to which my sleep was disturbed and I turned over. On waking up, I told the gods that you all should not worry, I will soon think of some solution, so that you can get Indralok.
When all the gods left Vaikunth Dham, I took the form of Vaman and reached the place of Asuraraj Bali. I asked Bali to donate three steps of land. He was a generous person and Bali immediately agreed to give me three steps of land. After this I increased my size. In one step I measured the earth and in the second step I measured the heaven.
When I asked Bali where should I place my third step, he put his head forward. As soon as my foot touched his head, Bali went to the netherworld. But I was very pleased with his devotion and feelings. So I made him the king of the netherworld.
