You must have heard this famous dialogue of Sunny Deol from the movie ‘Damini’ on ‘Tarikh Par Tarikh’. Just like this a strange case came to the fore in Rajasthan. In which a woman officer has been seeking deputation on deputation for more than five years. The Rajasthan government wrote several letters to the woman officer to return. Now the women officers are neither returning nor replying to the letter.
According to media reports, Poonam, a 2005 batch IAS officer of Rajasthan cadre, went on deputation six years ago in 2016. He got this deputation for 3 years to go to Bihar. After that he got his deputation extended for 1 year citing Corona. The governments of Central, Rajasthan and Bihar gave him this permission considering the special circumstances. Then his deputation was completed in October 2020.
The female officer again asked for deputation citing Corona but she was not allowed, after which Poonam went to the shelter of CAT. After which he again got deputation for one year but this deputation also ended in October 2021. Now a year has passed but IAS officer Poonam has not returned. Now this matter has become a headache for the state government, the Bihar government and the central government.

Please tell that Poonam has also been the collector of Bikaner, Sawai Madhopur, Dungarpur and Bundi districts in Rajasthan. At present, he is in Bihar only. He did not reply satisfactorily to the letter of the Personnel Department. After which the Personnel Department has made up its mind to take action against him. Being the minister of the department, information about this matter has also been sent to Chief Minister Ashok Gehlot. Hemant Gera, Principal Government Secretary, Personnel Department has made preparations to take further action in this regard.

Now the department has made up its mind to take strict action against him and is about to register its objection to the Personnel and Training Department of the Center and the State Government of Bihar. Being the minister of the department, information about this matter has also been sent to Chief Minister Ashok Gehlot. Hemant Gera, Principal Government Secretary, Personnel Department has made preparations to take further action in this regard. It is said to be the first such case in the bureaucracy of Rajasthan. When an IAS officer who went on deputation to some other state has not returned even after lapse of 5 years.
Can stay in home state for 5 years
According to the rules of the Government of India, any IAS or IPS officer can go to the home state from his service cadre, but during the entire service, the officer can stay on deputation for a maximum of 5 years in total. No case more than this has come to the fore in the whole country.
