The speed of both is never the same. That is why whenever a difference of 0.9 seconds is measured between the two clocks, a ‘leap second’ is added. According to Duncan Agnew, if there was no impact of climate change, negative leap second would have to be implemented only in 2026. But now it can be done only around 2029.
