What is the structure of Cabinet Committees – and what is their role and functioning in the government system?
What are the different cabinet committees?
After the swearing in of the Union Cabinet, the departments are allocated. After this, high profile cabinet committees are formed. These committees are formed by the Prime Minister in a meeting with selected members of the Cabinet and specific tasks are assigned to these committees. The PM can also change the number of committees and amend the tasks assigned to them.
The number of members in each committee ranges from three to eight. Only cabinet ministers are members of these committees. These committees resolve issues and prepare proposals for the cabinet’s consideration and take decisions on the issues given to them. Let us tell you that the cabinet also has the right to review these issues. In the government of former Prime Minister Manmohan Singh, there were a total of 12 committees apart from several GoMs (Group of Ministers) and EGOMs (Empowered Group of Ministers).

At present there are a total of 8 Cabinet Committees. Cabinet Appointments Committee, Cabinet Committee on Economic Affairs, Cabinet Committee on Political Affairs, Cabinet Committee on Investment and Development, Cabinet Committee on Security, Cabinet Committee on Parliamentary Affairs, Cabinet Committee on Employment and Skill Development and Cabinet Committee on Housing. The committees on investment and employment were new committees started by PM Modi in 2019. The special thing in this is that apart from the Cabinet Committee on Housing and the Cabinet Committee on Parliamentary Affairs, all the committees are chaired by the Prime Minister.
Why is CCS so important?
CCS under the leadership of PM (Cabinet Committee on Security) The CCS consists of the Finance, Defence, Home and Foreign Ministers as its members. Their job is to discuss and make appointments in the national security body. Important appointments, such as – Apart from dealing with defence-related issues, the CCS also deliberates on policy matters related to law and order, internal security-related issues and foreign affairs on security-related issues. Not only this, it also discusses matters related to nuclear energy.
Have coalition partners been members of CCS before?
In the year 1996, when Atal Bihari Vajpayee resigned from the post of Prime Minister and HD Deve Gowda became the Prime Minister of the country. Deve Gowda took oath as Prime Minister on 1 June 1996, in which UP’s Samajwadi Party President Mulayam Singh Yadav became the Defense Minister. At the same time, P Chidambaram became the Finance Minister and CPI’s Indrajit Gupta became the Home Minister. During this time, leaders of different parties got a place in the CCS.
George Fernandes became the Defense Minister in the Vajpayee government
In 2001, when Atal Bihari Vajpayee was leading the NDA government, Samata Party founder George Fernandes was made the Defence Minister and he held the post for three years. As Defence Minister in the second and third BJP-led Atal Bihari Vajpayee governments (1998-2004), he oversaw the Kargil war and the nuclear trials in Pokhran.
However, if we talk about the UPA government, during this period the Congress had kept all the ministries of CCS with itself and now Narendra Modi Even in the government, these four ministries are with BJP.
