Chief Justice of India D.Y. Chandrachud: Supreme Court Chief Justice DY Chandrachud on Saturday spoke at length about the change in attitudes towards disability in India. He also praised the rapidly increasing presence of disabled people in government jobs. Chief Justice of India (CJI) DY Chandrachud said that there has been a significant change in our attitude towards disability. Addressing the inaugural session of the ‘India Accessibility Summit and State Disability Commissioners Conclave’ in Bengaluru on Saturday, he said that this change has come from training, public meetings and policy-making.
The CJI said, “There has been a remarkable change in our approach towards disability. The training academies of administrative officers have a dedicated module to create sensitivity about disability. In some states, the State Commissioners are holding public meetings to improve the availability of services and to make policy-making based on the real experiences of the people.”

Justice Chandrachud further said that there is a long way to go before people with disabilities can achieve access, autonomy, and equal participation. He said, “We still need accurate data on persons with disabilities based on the different intersecting inequalities of gender, urban-rural divide, and types of disability.”
CJI DY Chandrachud said that the recruitment of people with disabilities in government and private institutions is increasing rapidly, but the workplace conditions are improving only slowly. The CJI said that technological solutions are sometimes extremely expensive and are not available to those who need them most. He said, “Even though about 20 crore people are living with psychosocial disabilities, we are not prepared to properly diagnose and accommodate their needs.”
