There are two types of encounters
In India, police conduct encounters in two ways. First, when a criminal tries to escape from the custody of police or security forces. In such a situation, the police conduct an encounter to catch him. So the second way is when the police goes to arrest a criminal. And in such a situation, the criminal runs away to avoid arrest and attacks the police. So in such a situation, to escape from the police and catch him, she takes retaliatory action and conducts an encounter.

Have to shoot in the leg
There is no mention of encounter in the Constitution of India. But police and security forces use this word. When they encounter criminals and terrorists in some action. A criminal tries to escape from the custody of police or security forces. So first the police warns him. But the criminal still does not agree and tries to run away.
So in such a situation the police and security forces shoot him in the leg so that he cannot run away. But if the situation goes out of control. So in such a situation, the mark of the police can be any part of the body other than the leg and in such an encounter the criminal also dies.

What is the section of the law?
Under Section 40 of the Code of Criminal Procedure i.e. CrPC, it has been ensured that if a criminal tries to escape to avoid arrest. Or he escapes from police custody or attacks the police. So in such a situation the police have the right to take retaliatory action.
