In its order sent to the Chief Secretary of Jammu and Kashmir, the Commission said that due to the implementation of the Model Code of Conduct (MCC) in the Union Territory, there is a ban on transfer of election-related officials.

Citing the Model Code of Conduct, the Election Commission has stayed the Jammu and Kashmir administration’s order appointing Army Colonel Vikrant Prashar as Senior Superintendent of Police (Training and Special Operations). Colonel Prashar belongs to Army Para, High Altitude Warfare School, Gulmarg.

In its order sent to the Chief Secretary of Jammu and Kashmir, the Commission said that due to the implementation of the Model Code of Conduct (MCC) in the Union Territory, there is a ban on transfer of election-related officials. Without knowing the reasons for the Colonel’s appointment, the Commission directs that the appointment order be kept in abeyance with immediate effect. If the order has already been implemented, the status quo ante before its issue should be immediately restored. The Commission has also sought a report from the Chief Secretary on the compliance of its order by 11 am on October 1.
