What is Bihar Special Land Survey 2024?

With the objective of curbing the ever-increasing land disputes and ensuring that the right person gets his due rights, special land survey work is being carried out in Bihar.

How to make your claim?

During the land survey being conducted again in the state after about a hundred years, the settlement department is collecting applications from the peasants in online and offline mode. To submit applications in offline mode, the government is organizing camps at the zonal level. People can go to these camps and submit their applications along with the necessary documents. Those who are unable to go to the camp can also upload all the necessary documents by visiting the Bihar government’s website dlrs.bihar.gov.in.

What documents will be required?

To stake their claim on any land in the land survey, the peasants have to fill and submit Form-2 and Form-3A. In Form-2, all the information related to the land such as the account number of the land, khesra, area and boundary will have to be given. Form-3A is the genealogy format. This will have to be filled by those peasants who have inherited their land from their ancestors. You can download both the forms from https://dlrs.bihar.gov.in/.

Is self-attested genealogy valid?

Although for any work at the government level, a genealogy issued under the signature of the Sarpanch and Panchayat Sevak is required, but during the land survey, the peasants do not need to run to the Panchayat Secretary or Sarpanch to get the genealogy made. They can fill the details of their genealogy in Form-3A themselves and submit it after self-signing. During the Gram Sabha, the settlement personnel will check this genealogy at their own level.

Is there anything else to be submitted along with Form 2 & 3A?

While applying in online and offline mode, the farmers will have to provide land related documents like Khatian, rent receipt, Aadhar card and mobile number along with Form-2 and Form-3A. Farmers who do not have any land related documents can get a copy of their land documents from the archives.

Is the land mutation paper necessary?

If a person has purchased a land himself, then there is no need for that person to fill Form-3A during the land survey. It is also not necessary that the said person first gets the mutation of his land done, only then he can participate in the land survey. He can also submit the Kavala (registry deed) of the land in place of mutation.
