When the matter of 38 speed breakers on a 12 km long road in Aurangabad came to the court, it became a topic of discussion. The court also took the matter very seriously and issued notices to seven officials of the concerned departments and summoned them. Actually, this case has been filed in the District Consumer Redressal Commission i.e. District Consumer Court of Aurangabad.

12 km long Kara-Dihra rural road has 38 speed breakers

The Kara-Dihra rural road originating from National Highway No. 139 near Atrauli in Obra police station area is 12 km long. This road belongs to the Rural Works Department, which comes under the department’s Division No. 2 Daudnagar. There are a total of 38 speed breakers on this road, which are completely illegal. The reason for being illegal is that they have been made by placing the electricity department poles on the road. Who has made the speed breakers and why, is well known. There are many excuses for this, but due to these speed breakers, the drivers on this road have to face a lot of trouble and also have to face accidents.

Senior advocate Rang Bahadur Singh filed the case

Aurangabad Civil Court Advocate Satish Kumar Snehi said that this case has been filed in the District Consumer Redressal Commission by senior advocate Rang Bahadur Singh as informant. In the suit filed in the consumer court, he has argued that the owners of vehicles pay road tax to the transport department for using the road. Also, people pay bills to the electricity department whose pole has been used to make the speed breaker. In this situation, the relationship of those who pay tax or bill with both the departments is that of consumer and service provider and the presence of illegal speed breaker on the road becomes a case of service deficiency. The electricity department is a party in the case because the pole of its department has been used to make illegal speed breaker. The use of electricity department pole to make speed breaker is illegal and not taking any initiative instead of taking action against the concerned in the matter is also service deficiency. For this reason, this suit has been brought by him in the District Consumer Redressal Commission, Aurangabad on the basis of being a consumer regarding the faulty services of both the departments. In the suit, he has said that the 12 km long road from NH-139 Aurangabad-Patna main road to Dihra via Kara has been built by the Rural Works Department. Gross negligence has been shown in the construction of this road by placing electricity poles at 38 places and making speed breakers, due to which commuters are facing heavy loss of life and property. People have been paying various types of revenue annually but departmental negligence in this matter is an inhuman act.

Consumer court took cognizance, summoned seven officials including the executive engineer of the rural works department

Consumer court member Badrinarayan Singh has taken this matter seriously. While hearing the case number 57/24 filed in connection with the matter, he has issued notices to seven opponents. He also expressed deep displeasure over this. After hearing the applicant’s side in the matter, he has sent notices to the Executive Engineer of Rural Works Department, Daudnagar, Sub-Divisional Officer of Daudnagar, Circle Officer of Obra, Executive Engineer of Electricity Department, Assistant Electrical Engineer and Junior Electrical Engineer of Obra-Daudnagar and summoned them to reply on the next date.
