During the Lok Sabha elections, all banks will have to inform the District Election Officer on withdrawal and deposit of more than Rs 1 lakh from any account. This rule will be applicable if such deposits and withdrawals have not been made in the account during the last two months. At the same time, if the withdrawal is more than Rs 10 lakh, then its information will be given by the District Election Officer to the nodal officer of the Income Tax Department.
These instructions were given in the meeting of the State Level Bankers Committee appointed by the Election Commission of India regarding election expenditure under the chairmanship of Chief Electoral Officer Navdeep Rinwa on Wednesday. 51 officials of major banks participated in the meeting. During this, the Chief Electoral Officer said that every candidate will have to open a separate bank account for election expenses. He can open a joint account in his own name or with his agent. It can be opened in any bank (including co-operative bank) or post office till one day before nomination.
The Commission has given instructions that all banks will open a dedicated counter for this work. 200 copy check book (non-personalised) will be provided at the time of opening the account.
– Banks will give information about all suspicious transactions to the District Election Officer.
QR receipt for cash transportation
The Chief Electoral Officer said that during the election period, QR receipt will be generated by the banks from the ESMS portal for transportation of cash and will be given to the officers and employees accompanying the vehicle transporting the cash. This will have to be shown when stopped for checking by surveillance teams like flying squad, static team or police during the journey. If the cash details do not match the QR receipt, it will be blocked. If due to technical reasons the QR receipt is not being generated by the bank from the portal, then in such a situation the cash transportation will be done with the requisite evidence as per the SOP issued for cash transportation for banks.
