The ruling party will have to bear the brunt of the delay in the election of the mayor of MCD, as it will not be able to make provision for fulfilling its election promises in the budget of the upcoming financial year of MCD. In this case, the ruling party will have to wait for one year.

In fact, according to the rules of the MCD, its budget should reach the House by January 25, but in view of the ongoing confrontation between the ruling party and the opposition and the uproar on January 6, in the matter of administering the oath to the nominated councilors in the MCD, the mayor has to wait till January 25. There is very little chance of getting elected.

According to the rules of MCD, the budget proposal for the new financial year has to be presented by the Commissioner to the Standing Committee by December 8. Due to non-constitution of the Standing Committee and the House this year, the Commissioner presented the budget proposals to the Special Officer on December 8. During this, the special officer had said that along with the MCD elections, its result has come.

Because of this, the House will take a decision on the budget proposals, but the House has not yet been formed due to the non-election of the Mayor. While according to the rules of MCD, the budget proposals should reach the House by January 25. Only after this, after discussing the budget proposals in the House, they are accepted and rejected.

It is necessary to pass the budget by February 14

MCD officials say that if the mayor is elected by January 20, he can get the budget passed in the House. They have to complete many formalities to get the budget passed in the house and time is fixed for them, but there is no possibility of election of mayor till January 20. For this reason, he has started preparing to pass the budget for the coming financial year from the special officer. He has started finalizing the budget proposals. It is necessary to pass the budget of MCD by February 14 under any circumstances.

On the other hand, if the mayor is not elected, the ruling party will be in trouble if the budget proposal is approved by the special officer, because it will not be able to fulfill the election promise of waiving various taxes and fees and reducing them. Actually such proposals will not pass in the budget and they will have to wait for one year to fulfill their promises. Apart from this, according to the promises of the ruling party, there will be no provision of funds in the budget for various development works and schemes to solve the problems. Therefore, during the coming financial year, the ruling party will have to work on the plans of the officers in terms of doing development work and solving the problems.
