New Delhi. Lieutenant Governor VK Saxena has terminated the services of around 400 personnel working as Fellows, Associate Fellows, Advisors and Vice Presidents in Delhi Government with immediate effect. He was appointed by Delhi government as advisor, expert, senior research officer and consultant in its various departments/agencies. These were appointed in a non-transparent manner and without the mandatory approval of the competent authority. The mandatory reservation policy for SC, ST, OBC candidates prescribed by DoPT was also not followed in the appointments of these personnel.

In the investigation, the service department found that many such personnel do not fulfill the eligibility criteria (educational qualification / work experience) prescribed in the advertisements issued for the posts. The administrative departments concerned also did not verify the veracity of the work experience certificates submitted by these personnel, which in many cases resulted in fudging.

After this inquiry, the Service Department had proposed to remove them, which was accepted by the Lieutenant Governor. However, it has also been said that if any administrative department wants to continue the service of any of these, then a proposal should be sent under the rule.

Explain that the service department had presented the information received from 23 departments, autonomous bodies, PSUs in the report. It was found that the rules were not followed. The approval of the competent authority was not taken before appointing these personnel. The Service Department found in the investigation that 69 personnel were working without approval in five departments of Archeology, Environment, Delhi Archives, Women and Child Development and Industries. Apart from this, 155 personnel were employed in 13 boards, autonomous bodies. Delhi Assembly Research Center (DARC), Dialogue and Development Commission of Delhi did not have information about the recruitment of 187 personnel. With the approval of the Lt Governor, 11 personnel were deployed in four departments, Health and Family Welfare, Food Security, Indira Gandhi Hospital and Transport.
