In the conspiracy to take over land worth crores of rupees in Agra, there was a nexus between Khaki, Khadi and builders along with excise inspectors and policemen. The then police station chief of Jagdishpura is behind bars in a fake case. But, the police and administration did not even file an FIR against Excise Inspector Tribhuvan Singh and six constables.

In the script of sending five innocent people to jail by implicating them in a false case, in the first case the police sent the men to jail, while in the second case Excise Inspector Tribhuvan Singh sent the women to jail. In the investigation by the Police Commissioner, a case was registered against 18 people including the then police station incharge Jitendra Kumar and builder Kamal Choudhary under serious sections of robbery. But, the action taken under the Excise Act also turned out to be fake. The Excise Commissioner has suspended Inspector Tribhuvan Singh.

Apart from Excise head constables Ajit Singh, Jitendra Kumar and Rahul Kumar, female constables Dolly Kumari, Rachna Pathak were suspended, but no FIR was registered against anyone.

The Excise Inspector recovered 51 bottles of Chandigarh brand English liquor and it was not even investigated where the caps of different brands came from. Even after the report of District Magistrate Bhanu Chandra Goswami, concrete action could not be taken against the departmental officers involved in the liquor game. Divisional Commissioner Ritu Maheshwari says that if such a case comes to light in future, an FIR will be lodged.
