How are parliamentary committees formed?

Parliamentary committees are reconstituted after every general election because the members of the committees must be sitting members of Parliament (MPs). However, department-related standing committees are reconstituted every year, while many other committees, such as joint parliamentary committees, undergo changes when a member retires or loses his Lok Sabha seat. These panels select members from all parties in Parliament on the basis of proportional representation of each party in the House.

The purpose of these parliamentary committees is to keep an eye on the affairs of Parliament and play an advisory role in law making. There are 24 department-related standing committees which cover all the ministries/departments of the government under their jurisdiction. Each of these committees has 31 members. In which 21 are elected from Lok Sabha and 10 from Rajya Sabha. These members are nominated by the Speaker of the Lok Sabha.
