Election Commission has already given this answer on EVM battery

Let us tell you that after the declaration of Haryana election results on October 8, when BJP returned to power, Congress had also made similar allegations. Congress said that its candidates lost on those seats where the EVM batteries were 99 percent charged.

In response to this, the Election Commission had clarified that the battery of EVM is like a calculator and it cannot be tampered with. Then it was also told by the Election Commission that the first-level checking of EVMs starts 5-6 months before voting. “The EVMs are switched on 5-6 days before voting. A new battery is inserted on that day.”

It was also told that the display unit of the EVM shows “99%” charge as long as the electrical capacity of the battery is between 7.4 volts and 8 volts.
