Lateral entry in Uttar Pradesh Public Service Commission (UPPSC), Once again there is a discussion in the country about the system of making IAS without examination i.e. lateral entry process. The opposition has expressed its strong opposition to the 45 appointments being made through lateral entry. BJP is now attacking on this issue.
Railway Minister Ashwini Vaishnav hit back at the opposition, saying that the idea of lateral entry (direct recruitment) came up during the UPA regime, this concept was taken forward by the UPA. There is a similar system outside India as well. So let us know what it is and in which countries this system exists.
What is the lateral system, after all?
In UPSC Lateral Entry, appointments are made to those posts on which IAS rank officers are posted. In this, direct appointments are made to the posts of Deputy Secretary i.e. Joint Secretary and Director/Deputy Secretary in various ministries, departments and organizations. In this, the government gives jobs to experts from different sectors from the private sector. In this, UPSC does not take any exam, appointments are made to these posts after an interview.

Apart from India, there are many countries which have lateral system. These include countries like Australia, USA, UK, France, Belgium, Italy, Japan, South Korea and Spain. These countries support the appointment of officers through lateral entry.

Many experts tell about the benefits of lateral entry. They believe that this makes the system stronger. This system includes both experts and experience in government service. The work becomes better. New thinking also comes to the fore. Apart from this, transparency increases in bureaucracy. Those people are selected in the interview who have a lot of experience and are masters in their field. This makes it easier to make policies. In this, the appointment of officers is done quickly, due to which administrative work is done faster.
Know how many recruitments have been done in India so far
This time applications have been invited for 45 posts. In 2019, 8 joint secretary posts were filled. In 2022, 30 officers (3 joint secretaries, 27 directors) were selected. In 2023, 37 posts were filled. In the last 5 years, 63 appointments have been made through lateral entry.
