A complaint can be made in court

In such cases, the student can directly file a petition in the court. A case can be filed in such cases under the Consumer Act.

If any exam is at the state level, then you can complain about it at the state level. Almost all states have a Chief Minister Helpline. Where you can register your complaint through a call or through the portal. If your complaint is found to be correct, then action is taken on it by the state government.
Hearing in Supreme Court on rigging in NEET
Recently, allegations of rigging have been made in the NEET exam. Lakhs of students have been affected by this rigging. Many petitions have been filed in the Supreme Court in this matter. The hearing in the Supreme Court is going on. The next hearing of the case will now be on July 8. The Supreme Court has sought a reply from the National Testing Agency (NTA) regarding the rigging in the exam. NTA has also formed an investigation committee regarding this matter.
