One of the major reasons behind the fine of lakhs of rupees imposed on medical colleges of Uttar Pradesh is the absence of a regular principal. Most of the colleges are running on the basis of acting principals. There are many acting principals who do not even have the qualifications for this. In such a situation, there is a fear that the National Medical Council (NMC) can raise questions on this as well. In such a situation, a fresh set of details has been sought from all the colleges. In this, details of all the vacant posts including principal, teachers and MBBS and MS-MD seats have been sought.

NMC has imposed a fine of Rs 87 lakh on 18 government medical colleges of the state, while the list of other colleges is to come in the second phase. After the fine, the Medical Education Department has lost its sleep. The details are being collected by the department. In this regard, a proforma has been sent to the principals of all medical colleges on Saturday. In this, information has been sought about the vacant posts and which arrangements are not in order as per the rules of NMC.

Contrary to the rules of NMC, many department heads have been given the responsibility of acting principal. Not only this, the principals of many medical colleges including Hardoi, Pratapgarh have been given the responsibility of two medical colleges each. According to sources, the department is already looking for answers to these questions that may arise in the future, because when an application will be made on the NMC proforma, it will have to be told who is the principal in the concerned college?

Gradually most of the colleges became dependent on caretakers

There are 13 government medical colleges in the state. There is a rule to appoint principals selected by the Public Service Commission in these colleges. If we look at the current situation, there are acting principals in Gorakhpur, Azamgarh, Prayagraj, Kannauj, Agra, Banda, Ambedkarnagar, Jhansi, Jalaun. Regular principals are working only in Kanpur, Badaun, Meerut, Saharanpur. The special thing is that the principal selected by the commission, Prof. Arvind Trivedi has been attached to the Government Medical College, Meerut. While Prof. RC Gupta is also working here as a regular principal. Similarly, Prof. Mukesh Yadav selected by the commission is attached to the DGME office.

Prof. Tariq has not taken charge even after a year of being selected. Similarly, according to NMC, only a person with 10 years of experience from Associate Professor to Professor can be made Principal. Even after this, those with less experience are being given the charge of Principal. Acting Principals of Azamgarh, Banda, Kannauj and Gorakhpur also do not have 10 years of experience as per the standards of NMC.

Principals who go to state autonomous medical colleges resign after a few months. Many professors of KGMU were also elected as principals, but returned after a few months. Recently, a dispute between the principal of Hardoi and the district magistrate there also became public. A professor who left the post of principal listed the difficulties on the condition of anonymity. He says that the autonomy of work of principals in medical colleges is slowly ending. They have to yearn for minor work. There is no cooperation from the department either. The priority of the principal is to increase the medical system, while that of other officers is to purchase material. He demanded that if emphasis is laid on resolving the problems of principals, they will start staying in medical colleges.

There is also a controversy regarding the post of DGME

There is a rule to appoint a senior principal selected by the commission to the post of DGME. In the recent changes made by the government in the rules, it has been provided that if there is no principal, an IAS should be appointed. The principals are opposing this too. This matter is pending in the High Court.

The shortage will be resolved soon

Principal Secretary Medical Health and Medical Education Parth Sarathi Sen Sharma says that a proposal has been sent to the commission for the vacant posts in government medical colleges. The recruitment process is also going on for autonomous state medical colleges. The shortage of principals will be overcome soon.
