Nicoletta Martin, a former employee of Kentucky Organ Donor Affiliates (KODA), who reviewed this case, said that he was moving around on the operation table. Natasha Miller, another Coda employee, said that when Hoover was being taken from the ICU to the operating room, he still showed signs of being alive. He was shaking here and there.

At the same time, the Kentucky Attorney General and the US Health Care Resources Administration are investigating this alleged incident.
Hoover, who survived the investigation, currently lives with his sister Donna Rohrer, who has become his legal guardian. Since the incident, Hoover has suffered difficulties with memory, walking and talking, which has been the most traumatic experience of his life.
