Patna University: Ews Reservation Removed From Pu: No Option In Phd Admission, University Vc Said – Asking Raj Bhavan

Patna University (PU) has removed the reservation for Economically Backward Classes (EWS) in PhD admissions, going against the provisions made by the Central Government and the guidelines of the University Grants Commission (UGC). Online application has started from 06 January, but there is no option to choose EWS as a category. Amidst the deadlock over the caste census, neither the students nor the educationists are able to understand this arbitrariness of Patna University. On August 16, 2019, after the implementation of the reservation of economically backward classes, the UGC had sent instructions to the Vice-Chancellors (VCs) of all universities to ensure its compliance. The condition of Patna University is that it is not following this guideline of UGC, rather it is citing the order of Chancellor Bihar issued before this reservation provision was implemented.

10% seat reserve from this reservation, cutoff decreases
Due to the implementation of the reservation provision of EWS, 10 percent seats are reserved for this category. Economically backward students of general caste get its benefit in two ways in admission. Firstly, the seats were reserved. Secondly, due to economic backwardness, the cutoff goes low here. This gives advantage to those students who have not been able to study with good resources due to economic reasons and are not able to survive in caste reservation provisions due to being of general caste.

The rest was kept by the university, PU also kept it in the rest of the courses.

Following the guidelines of UGC, the university which called for all the applications, gave the option of EWS reservation. This option is available till the time of medical admission. The notification for UGC NET also mentions General-EWS. After this provision came in 2019, Patna University was also accepting this reservation for the rest of the courses, but when the notification for online application for Ph.D Admission Test (PAT)-2022 was released, this option disappeared. Online applications will be from January 6 to January 28. ‘Amar Ujala’ also saw the option of this reservation in the process of PhD admission from Bhupendra Narayan Mandal University in Bihar to Babasaheb Bhimrao Ambedkar University in Lucknow.

Opposition, no one is accepting this decision as correct
Amar Ujala probed the student leaders on this subject. Former President of Patna University Students’ Union Ashish Sinha said that this arbitrariness is not tolerable. This is a conspiracy to harass the economically weak general caste students. Ashish is associated with the opposition party BJP, but the current president Anand Mohan, who is associated with the ruling JDU, is also considering it wrong. Like the rest of the reservation, EWS has also become a mandatory part of the application. If any university is removing it in higher education then it is wrong. In Patna University also, the guideline of the university is applicable. It is possible that this happened due to technical mistake, but in this the present Vice Chancellor should go ahead and get it rectified.

Answer- Yes, it is so. Before the provision of EWS reservation came, there was an order from the Chancellor of Bihar. On the same basis, the option of reservation has been given.

Answer- We will write a letter to the Raj Bhavan in this regard today and take instructions as to what should be done regarding EWS reservation.
