The jersey number is usually decided by the team management. The board has no interference in this. Players are free to choose the jersey number of their choice. But other players of the team should not have the jersey of that number. Players decide this number as per their choice. But despite this, the board or team management may refuse regarding some numbers. For example, till now the jersey number of Sachin and Dhoni has not been given to any other player in the Indian cricket team, even though both these players have retired. But when Dhoni plays IPL match, he plays with his own number 7 jersey.

For example, Gujarat Titans captain Shubman Gill wears jersey number 77 in the Indian cricket team. But in the IPL match, he wears jersey number 7 for Gujarat Titans, which is the jersey number of MS Dhoni. Whereas MS Dhoni also plays for Chennai wearing jersey number 7.
