After the Supreme Court legalized the quota within the Scheduled Caste-Tribe (SC-ST) quota, the demand for reservation within OBC reservation has heated up in UP. Arun Rajbhar, general secretary of Subhaspa, which is part of the NDA, welcomed the Supreme Court’s decision and said that reservation within reservation should be implemented in OBCs as well. BJP MLC and Dr. Ambedkar Mahasabha Trust president Dr. Lalji Prasad Nirmal has called upon the affluent Dalits not to take advantage of reservation. However, BSP is not in favor of division of reservation. SP is also already against the division of OBC reservation and the creamy layer system.
The Supreme Court has allowed the state governments to implement reservation within the reservation fixed for SC-ST for jobs and admission in educational institutions. A similar demand has been made for the OBC category for a long time. Subhaspa and Nishad Party, which are allies of the BJP government, are constantly demanding reservation within Other Backward Classes (OBC) reservation.
Supporters of reservation within reservation say that Yadavs and Kurmis have benefited more from OBC reservation. Therefore, now special attention should be paid to the most backward classes. Similarly, the issue of less benefits being received by castes like Valmiki, Dhanuk and Dom among Dalits has been raised from time to time.
It has been recommended to divide OBC reservation into three categories
When the BJP government was formed in UP in the year 2017, a social justice committee was formed. This committee submitted the report to the state government in the year 2018 but it was not officially made public. According to sources, the OBC reservation was classified into three categories in the report. For the first category, 7 percent reservation out of 27 percent was recommended. In this, it was recommended to include castes like Ahir, Yadav, Sonar, Sunar, Swarnakar, Kurmi, Jat, Halwai, Chaurasia, Saithwar, Patel etc. In the second category, castes like Gurjar, Giri, Lodh, Maurya, Lodhi Rajput, Kachhi, Kushwaha, Shakya, Teli etc. were kept. It was recommended to give them 11 percent reservation. In the third category, castes considered extremely backward like Rajbhar, Nishad, Mallah, Ghosi, Dhivar, Kashyap, Kewat, Nat etc. were kept, to whom it was recommended to give 9 percent reservation.
