Why are votes subtracted from EVMs?
Whenever a new EVM machine is used for voting, it is first tested. During this test, the polling officer himself casts 2 to 5 votes by pressing the buttons of the machine. These votes are usually in the names of all the candidates standing in that area. Its purpose is to ensure that the machine is working properly and that the names of all the candidates are being recorded correctly. Actually, in the process of starting the EVM machine, votes are cast by pressing the buttons in front of the names of all the candidates. This testing ensures that the machine is correctly recognizing the names of all the candidates and the corresponding buttons.
These test votes are then removed from the EVM. These votes are subtracted at the time of counting. That is, the number of candidates in whose name these test votes have been cast is reduced during counting. This process happens every time a new EVM machine is installed for voting and it may take about 5-10 minutes to start. Apart from this, the Election Commission of India issues Form 17C for each polling station, in which all the necessary information related to voting is recorded. Election officials also mention this process in Form 17C.
