According to the government order, under the UP government employees’ conduct rules, provisions have been made regarding having relations with newspapers, radio and criticizing the government etc. According to the rules, without the prior permission of the government, no government employee will own any newspaper etc., will not operate it and will not participate in editing work or management. Without permission, he will not participate in radio broadcasting. Will not send his articles to newspapers or magazines. Will not write any letter to newspapers or magazines anonymously or in his own name or in the name of any other person.

In any public statement, he will not say anything that is adversely critical of the decision or policy of the state government, central government, local authority, senior officials. He will not make any such comment that may create confusion in the mutual relations between the UP government, the central government, the government of a foreign state or the government of any other state. He has warned of taking action under the rules against those who disobey the orders.
