If fuel runs out, ships will not be able to remain stable in water. Still they can move here and there depending on the big waves. This will not happen with big ships. But here it is even more important to know one truth that in every huge ship, water leaks inside and to get it out, pumps are used which remove water faster than the speed of leakage. But when the fuel runs out, these pumps will also stop and sooner or later the ship will be filled with water and it will sink.
