Quota For Local People In Jobs: Do you know which state of India has the highest quota for local people in jobs? Names of which states are included in this list? In fact, Karnataka is among the top-3 states in terms of giving reservation to local people in jobs in the state. The Karnataka state government had approved the ‘Karnataka State Employment of Local Candidates in Industries, Factories and Other Establishments Bill, 2024’. After this, 75 percent reservation in non-management jobs and 50 percent reservation in management jobs was made mandatory for local people.
Andhra Pradesh
At the same time, Andhra Pradesh is next after Karnataka. The YS Jagan Mohan Reddy-led government had passed a bill to reserve 75 per cent of jobs for local candidates in the private sector and public-private partnership companies. After this, the Andhra Pradesh Employment of Local Candidates in Industries and Factories Act 2019 ordered to reserve three-fourth of private jobs in all industrial units, factories and joint ventures. This bill was passed about 5 years ago.

However, this bill was challenged in the Andhra Pradesh High Court. After which the court had said that it ‘could be unconstitutional’.
Haryana
Apart from this, the Bharatiya Janata Party led Haryana government made a provision of 75 percent quota for local people in private jobs. However, this quota is for private jobs with monthly salary less than Rs 30,000. This bill received the approval of the Governor in March 2021. After this it was implemented about 3 years ago. This law applies to all companies, societies, trusts, limited liability partnership firms, partnership firms. However, last November the court had rejected the quota bill. The court also said that the state ‘cannot discriminate against persons on the basis of the fact that they do not belong to a particular state.’ After this, the Haryana government approached the Supreme Court regarding the matter.

Jharkhand
Hemant Soren-led Jharkhand government passed a bill related to 75 percent reservation for local people in posts in the private sector with a monthly salary of up to Rs 40,000. According to this, employers will register such employees whose gross monthly salary does not exceed Rs 40,000 on a special portal within three months of the implementation of the Act. Further, every employer shall, in respect of such posts where the salary or wages do not exceed Rs 40,000, on and after the date of notification of this Act, fill 75 per cent of the total existing vacancies by local candidates.
