Initially, the academy was limited to training only entry-level and mid-level officers of the BCS Administration Cadre. But until the establishment of a separate Foreign Service Academy in 1997, the academy also trained officers of the BCS Foreign Service.

This academy is located in Shahbagh Avenue of the country’s capital Dhaka. It is built on a total area of ​​2.35 acres. The head of this academy is a rector, whose post is equal to that of the Secretary of the Government of Bangladesh. Apart from this, other officers and supporting staff also live here. In every training course, BCSAA provides certificates to the successful participants. Apart from this, foreign tours are also arranged for the best participants as an incentive. The academy sends its top candidates to countries like Australia, Thailand, China, Vietnam, India, Singapore, Malaysia.
