State Child Protection Committee, Patna has taken action against a female officer of Bihar Government. As part of the action, the department has not only stopped the salary of the said woman officer but has also demanded an explanation from her within 24 hours in view of her misdeeds. The woman is Saroj Paswan, currently posted in the Sub-Divisional Public Grievance Redressal Department in Shekhpura district and the matter is related to Katihar district.

Even after identification of parents, negligence was done
Saroj Paswan was the Assistant Director of District Child Protection Unit in the year 2022 during her posting in Katihar. At that time, a woman had adopted a newborn baby by paying fees to a specialized adoption institute. However, after a few days, after his parents were identified, the department canceled the court order that gave the child, residing in the Special Adoption Institute, Katihar, for adoption to the Belgian adoptive mother and ordered the return of the adoption fee and the child was given biological birth control. Saroj Paswan was instructed to hand it over to the parents. But this woman officer Saroj Paswan did not take any action even after the order of the department. After which the State Office and Central Adoption Resource Authority, New Delhi gave repeated instructions through letters, but Saroj Paswan did not take any action. After violating the order, the State Child Protection Committee, Patna has put a stop to their salary withdrawal and sought an explanation. According to departmental information, a letter in this regard has also been sent to the DM of Katihar and Shekhpura from the Social Welfare Department, Bihar Patna. Apart from the Sub-Divisional Public Grievance Redressal Officer of Shekhpura, the said woman officer is also in charge of the General Branch.

State Child Protection Committee, Bihar Patna said through a letter that “By canceling the court order that the child residing in the Special Adoption Institute, Katihar was given for adoption to the Belgian ruling mother, the adoption fee should be returned and the child should be returned to the biological mother.” -You were regularly instructed to hand over the child to the father on 13 January 2022, yet the adoption order has not been received from the District Officer. While the child was canceled, the child was handed over to the biological parents, nor was the amount received for adoption returned through letters by the State Office and the Central Adoption Resource Authority, New Delhi. Your not taking any action in this matter despite knowing it, is indicative of your disobedient conduct and negligence in discharging your duty, hence instructions are given to suspend your salary with immediate effect. Submit your clarification within 24 hours of receiving the letter. Please explain why the above matter was not completed by you in a timely manner and why it should not be recommended that disciplinary action be initiated against you for your actions.”
