These changes were made in the rules
Later, under the change in this rule in 2016, it was decided that the money for plastic waste management would be taken from the retailer at the time of registration itself. Later in March 2018, the rule of 2016 was also changed and the rule of taking money from customers for carry bags was abolished. That is, the retailer was already not allowed to take money for paper or cloth carry bags, but now he could not take money for plastic carry bags as well. However, now no retailer can even give plastic bags for free, otherwise he will be fined.
Carry bag has been made a source of income
A bag, which doesn’t even cost Rs 3, the shopkeeper charges Rs 5 to Rs 15 for it. If a shop sells 100 such bags in a day, it makes a direct profit of Rs 800-1000. In this way the retailers had made this their revenue model. Even though retailers have made selling carry bags a part of their business model and promotion, it is illegal.
Can’t be charged for carry bag
Under the law, action will be taken if the shopkeeper charges extra for the carry bag and the consumer lodges a complaint. Charging extra money for carry bags is punishable under the law. Under the law, if any customer demands a carry bag to carry the goods after purchasing them, then he will not have to pay separately for this. Apart from this, if a customer is not able to carry the goods in hand, then the shopkeeper will have to provide a carry bag.
