Soon the registry of properties can be done in any sub-registrar’s office in the capital. For this, the whole of Delhi will be declared as ‘one district’. This move will curb corruption and harassment and will provide relief to thousands of people who are circling in various sub-registrar offices.
In the year 2015, such a system was implemented in Andhra Pradesh. Lieutenant Governor VK Saxena gave instructions in this regard in a review meeting with the Vigilance Department on Thursday to curb corruption in government offices.
Apart from this, India’s first online complaint information management system will be implemented in Delhi for complaints in corruption cases. With this, people will be able to directly register online complaints without any hassle. The sub-registrar’s office will be under full CCTV surveillance. The Lt Governor also reviewed the directions to the agencies to create a concrete mechanism against corruption and establish coordination among various agencies including the Delhi Police and the Anti-Corruption Branch (ACB) in dealing with it. Several guidelines were issued to reduce corruption in government departments, prevent infiltration of middlemen in offices and bring transparency.
Dabish to rein in the brokers
The Lt Governor also directed the officers to conduct regular surprise checks and raids in such public offices including the Sub-Registrar Office, Transport Office, Trade, Tax and Excise Office to check touts and bring transparency. He stressed on making the sub-registrar office corruption free. For this, he directed to bring the entire area of all sub-registrar offices under CCTV surveillance, whose feed would be sent directly to the Central Command and Control Center.
Online Complaint Information System for the first time in the country
In the meeting, the Lt Governor was informed that an Online Grievance Information Management System (OCIMC) has been developed for the first time in the country. Corruption complaints will be online through this medium. There will be a provision for online uploading of photographs, videos, audio evidence along with complaints. The Lieutenant Governor made it clear that the corrupt and the guilty should not be spared under any circumstances.
Honest people should not have any problem. The complainant has to upload the evidence along with the registration. An e-affidavit has to be submitted that the information is factually correct. The NOC issued by the Revenue Department regarding the status of land will also be made completely online, which will not require any human intervention. It will be completely faceless.
