State Finance and Parliamentary Affairs Minister and in-charge of the district Suresh Kumar Khanna expressed his displeasure over the functioning of the careless officers of the district. He reprimanded the District Economics and Statistics Officer and the Milk Development Officer for presenting wrong figures in the District Planning Committee meeting held at Annexe Bhavan Auditorium on Saturday. He said that such officers should take VRS (voluntary retirement).
During the meeting, when the Minister asked for the figures, the District Finance and Statistics Officer could not provide the figures of the expenditure of the last two years properly. On the other hand, the Milk Development Officer could not tell the figures even thrice. On this, the minister in-charge directed the DM to summon answers from both the officers. Earlier in the meeting, the minister approved a district plan of Rs 648.76 crore for development works in Gorakshanagiri. There is no change in the amount of the total budget of the district plan since the Corona period i.e. year 2020-21. However, department-wise budgets kept on increasing and decreasing. This time maximum Rs 60.79 crore will be spent on roads and bridges, which is 27.65 percent of the entire budget. Similarly, about Rs 60 crore will be spent on housing.
The outlay for the year 2022-23 was fixed for various departments in this meeting which lasted from around 6.30 pm to one hour. In this, provision has been made for expenditure ranging from infrastructure facilities to employment, agriculture etc. Along with this, budget provision has also been made for scholarship and various pension schemes. The minister in-charge took department-wise information about last year’s budget and the expenditure incurred in relation to it. Then discussed this year’s budget. He said that the entire amount should be spent on development works. Special attention should be paid to the quality and time limit of the works. The minister in-charge said that the people’s representatives must be informed about the development works. The departments had proposed more than the expenditure fixed for the district plan financial year 2022-23. The committee reduced it to equal to the fixed expenditure. District Panchayat President Sadhna Singh, MLA Rajesh Tripathi, Mahendrapal Singh, Vipin Singh, Pradeep Shukla, Dr. in the meeting. Vimlesh Paswan, District Magistrate Krishna Karunesh, SSP Dr. Gaurav Grover etc. were present.
These are the main schemes
An expenditure of about Rs 9.73 crore has been proposed for the training of farmers of the Milk Development Department and increase in milk production.
About 10.28 crore proposed for the repair and new construction of cooperative societies’ godowns.
– About 13.62 crores for social forestry of Forest Department.
An expenditure of about Rs 46.70 crore has been proposed for the National Rural Livelihood Mission (NRLM).
7.35 crore for free boring to small and marginal farmers.
46.45 crore for the construction of office buildings of primary education and Sarva Shiksha Abhiyan.
19.95 crore for the construction of office buildings of Secondary Education and National Secondary Education Campaign.
– About 7.42 crores for construction, expansion, electricity etc. of Primary Health Centers.
60 crore will be spent for Pradhan Mantri Awas Gramin. With this, five thousand houses will be constructed.
About 4.12 crores for urban drinking water system.
