Harneet Kaur was born on 8 July 1958 in a Punjabi Sikh family in Delhi. She is commonly known as Neetu Singh. Her father was Darshan Singh and mother was Raji Kaur Singh. Her father died when Neetu Singh was very young and started working as a child artist. Neetu Singh started her acting career as a child artist in the 1966 film Suraj.

Neetu Singh worked as a child artist in films like ‘Das Lakh’, ‘Do Kaliyan’, ‘Waaris’ and ‘Ghar Ghar Ki Kahani’. In the film Do Kaliyan (1968), 10-year-old Neetu Singh played a double role. After this, at the age of 15, her first film as a lead actress was Rickshawala (1973), in which she was opposite Randhir Kapoor, who later became her brother-in-law.
