Jammu-Kashmir Govt: After the election noise in Haryana and Jammu and Kashmir, now the noise about the results has also stopped. While BJP has scored a hat-trick for the third consecutive time in Haryana, Jammu and Kashmir is also going to get a government after many years. Farooq Abdullah’s party National Conference made a strong comeback in Jammu and Kashmir and won 42 seats. Whereas Congress, which is part of the alliance, has won 6 seats. However, this time the meaning of government formation in Kashmir has also changed. The powers of this new government will be much less as compared to the government that was there about 10 years ago. Overall, a picture like Delhi can be seen in the valley also.
Government declared Union Territory
Taking a big and historic decision, on August 5, 2019, the Central Government almost completely abolished Article 370, which gave special status to Kashmir, or in other words, it was deactivated. Before doing this, all the big and small leaders of the valley were arrested or put under house arrest. In which many former Chief Ministers were also included. After this, in October 2019, Jammu-Kashmir and Ladakh were made Union Territories. Since then, the people and leaders of the valley were waiting for the assembly elections.
Demand for full statehood
After the assembly elections in Jammu and Kashmir, the leaders have now intensified their demand for full statehood, and political turmoil may also be seen in the coming days. Efforts will be made to put pressure on the Central Government to once again give full statehood status to Kashmir. Former Delhi Chief Minister and Aam Aadmi Party chief Arvind Kejriwal has been making similar demands for the last several years.
CM’s hands will be tied
Now, even though Farooq Abdullah’s party and Congress are going to form the government in Jammu and Kashmir and preparations are being made to make Omar Abdullah the CM, but the hands of the CM will not be completely free in the Union Territory. Somewhere like Delhi, Omar Abdullah will also feel that his hands are tied.
The teasing of this was also seen in Omar Abdullah’s interview before the elections, in which he himself had said that he would not like to become the CM of a state in which even for the recruitment of a peon, he would have to sit outside the Lieutenant Governor’s office with a file.
What is the difference in strength?
Now this question must be roaming in your mind that what is the difference in the strength of the governments of a full state and a union territory. The most accurate example of this can be taken from Delhi, where there is tremendous conflict between the Lieutenant Governor and the government on every issue.
The state government is an independent entity, that is, once the election is won, the cabinet has all the rights to make laws and change the rules of the state. Whereas this is not the case in Union Territories, here only the Central Government rules. A Lieutenant Governor is appointed by the Central Government, who can interfere in all the functioning of the Union Territory. Here, before making any law or rule, permission of LG i.e. Central Government has to be taken. Overall, power in the Union Territory is mostly in the hands of LG.
Will the government run from Delhi?
Overall, from law and order to making schemes for the public, transfer-posting and passing bills… LG will have direct interference in every issue. This means that even if Omar Abdullah remains the CM of the valley, the thread of the entire government system will be in the hands of Delhi, which can be pulled whenever it wants. Overall, even though the National Conference team has entered the political pitch of Kashmir, it will not be possible for this team to play openly.
