In the Rajya Sabha elections, the members of the state assembly i.e. MLAs cast their votes. There is no secret voting for Rajya Sabha elections. Rajya Sabha is elected through open ballot system. Let us tell you that EVM is also not used in this. In this, MLAs are given a paper in which a number from one to four is written in front of the name of each candidate. Whereas the MLAs have to mark it on the basis of preference. At the same time, the MLA of each party has to show his vote to the authorized agent of the party before casting it in the ballot box.
