Many families were completely ruined due to the Covid crisis. NITI Aayog has presented a report. In which it is said that a special body is being formed to deal with health emergencies or epidemics.
Its name will be ‘Pandemic Preparedness and Emergency Response’ (PPER). Apart from this, ‘Public Health Emergency Management Act’ (PHEMA) has been kept for making and giving advice. Effective response will be ensured within 100 days of the outbreak of the epidemic. The four-member group was formed to prepare a framework of action for future pandemic preparedness and emergency response after COVID-19.
100-day pandemic
Its report said that the first 100 days of the outbreak are crucial for effective management. It said it is important to be prepared with strategies and countermeasures that can be made available within this period. The report provides an action plan for a 100-day response to any outbreak or pandemic.
The proposed recommendations are part of the new PPER framework, which aims to prepare a road map and action plan to prepare for any public health emergency and deliver a well-articulated response in these 100 days. The expert group has made recommendations in four areas: governance and legislation, data management and monitoring, research and innovation, and risk communication.

For governance, the report recommends the creation of a separate legislation (PHEMA), which will allow a holistic approach to health management, encompassing prevention, control and disaster response, as well as efficient implementation at the national and state levels. Can also provide for creation of public health cadres.
The group’s report said PHEMA can address various aspects beyond the pandemic. Which includes non-communicable diseases, disasters and bio-terrorism, and should be implemented in developed countries. The report also said that it is important to be prepared with strategies and countermeasures. Which can be made available within the first 100 days.
An Empowered Group of Secretaries under the Chairmanship of the Cabinet Secretary has also been proposed under the PPER, so that a well-organized machinery can be implemented which can prepare itself before any emergency. A well-established scorecard mechanism should regularly monitor progress against key targets, the report said. According to the report, the priority goals include development of capabilities for both human resources and infrastructure, development of innovative countermeasures, appropriate high-risk financing to achieve higher returns, etc.
