What is the maximum number of ministers one can become?

Before knowing the answer to the question of which state should have the maximum number of ministers in the Modi cabinet according to the number of MPs, you should know how many ministers can be made in the Modi government according to the Constitution. Actually, the Constitution (91st Amendment) Act, 2003 tells what will be the maximum number of ministers that can be appointed in both the Union and State governments in the country.

According to this amendment of the Constitution, the maximum number of ministers in the Council of Ministers, including the Prime Minister, cannot be more than 15 percent of the total number of members of the Lok Sabha. That is, if the number of members in the Lok Sabha is 543, then it means that apart from the Prime Minister of India, only 80 more ministers can take oath.

But it is also important to note that despite the number of ministers being limited, the Constitution of India does not impose any specific limit on the number of ministries or departments of the central government. In simple words, the number of ministries or departments can vary depending on administrative requirements, policy priorities and the discretion of the Prime Minister.

How many ministers from which state?

Before knowing how many ministers should be made from which state in the Modi cabinet, first find out how many seats the NDA has got in which state.

  • Uttar Pradesh – 36 seats
  • Maharashtra – 17 seats
  • West Bengal – 12 seats
  • Bihar – 30 seats
  • Karnataka – 19 seats
  • Madhya Pradesh – 29 seats
  • Rajasthan – 14 seats
  • Delhi – 7 seats
  • Haryana – 5 seats
  • Gujarat – 25 seats
  • Total seats – 293

Now if the above mentioned 15 percent rule is applied here as well, then 5 to 6 ministers should be from UP. 2 or 3 from Maharashtra. 1 or 2 from West Bengal. 4 or 5 from Bihar. 3 from Karnataka. 4 or 5 from Madhya Pradesh. 2 from Rajasthan. 1 from Delhi. None from Haryana and 3 or 4 from Gujarat. However, this math does not work officially. The Prime Minister can give place to any number of ministers from any state in his cabinet.
