After this, keep the milk in the pan on flame to boil. Now take some milk in another bowl, add some saffron threads to it and mix it with a spoon. When the milk turns saffron in color, keep it aside. Then cut the dry fruits (almonds and cashews) into small pieces.
Now peel the cardamom and make powder. When the milk being heated in the pan starts boiling, then drain the water from the rice soaked in it and add it to the milk and mix it with a spoon. Stir for about 1 to 2 minutes and cook for 10 to 12 minutes. Take care that milk and rice do not stick to the bottom of the pan. After some time, when the rice in milk gets cooked and swells, add chopped dry fruits and nuts to it and stir. Cook the kheer on medium flame and keep stirring it from time to time.
When it becomes a little thick, add saffron and cardamom powder on top. Mix them well with a spoon and cook for 5 to 7 minutes. In this way saffron kheer has been prepared.
