The Public Examinations Bill 2024: The Public Examinations Bill 2024 was passed in the Lok Sabha on Tuesday (06 February) to crack down on major irregularities like paper leaks or cheating in government recruitment examinations. Responding to the discussion on the bill in the Lok Sabha, Union Minister of State for Personnel Jitendra Singh clarified that students or candidates do not come under the purview of this law and such a message should not be sent that candidates will be harassed through this.

How big a problem paper leakage is in the country can be gauged from the fact that about 70 papers have been leaked in the last seven years. Which affected 1.5 crore students. In Rajasthan alone, 26 papers were leaked from 2011 to 2022. When Gehlot government was in the state, 14 papers were cancelled.

An average of 3 papers leaked every year after 2019

Since 2019, three papers have been leaked every year. If we talk about Uttar Pradesh, then 8 papers were leaked from the year 2017 to 2022. Not only this, papers like online recruitment, UP TET, PET were also leaked. Paper leaked 14 times in Gujarat, 10 in West Bengal, 6 times in Bihar.

Every year three crore students prepare for competitive examinations. About two lakhs are spent on a child’s education throughout the year.

So now papers will not be leaked? Special features of the new bill

UPSCExams like SSB, RRB, Banking, NEET, JEE, CET will come. Mass copying will be a non-bailable offence. If someone is caught copying, he will be sentenced to 3 years imprisonment and a fine of Rs 10 lakh. If organized gang is involved in the nomination leak, then fine of Rs 1 crore and imprisonment for 10 years. A proposal has also been made to form a new investigation committee. This committee will give suggestions to make the exam process more secure.

Where and how many recruitment exam papers leaked?

3 in Jammu and Kashmir, 2 in Haryana, 7 in Rajasthan, 3 in Gujarat, 2 in Maharashtra, 2 in Karnataka, 4 in Uttarakhand, 1 in Uttar Pradesh, 5 in Madhya Pradesh, 5 in Telangana, 1 in Arunachal Pradesh, Assam There were 1 such recruitment examinations in Uttar Pradesh, 3 in Bihar, 1 in Jharkhand and 1 in Odisha in which papers were leaked.
