Actually, the wires of this railing are connected to the Second World War. These were actually stretchers, not railings. Patients were taken to the hospital lying on stretchers. The number of injured and dead people due to the war had increased significantly. So much so that stretchers were falling short.

Stretchers were made by removing the railings
According to the report of Atlas Obscura website, these were emergency stretchers which were used by air raid protection officers. Any soldier who was injured was taken to the hospital lying on this stretcher. Even before the Second World War started, the government had realized that they would be needed during the war, so about 5 lakh stretchers were manufactured in just one year.

It was easy and cheap to make because there was only an iron mesh in the middle, on which the injured person would lie, and it was connected to two iron rods. Those two rods were bent at the corners, so that it would be easier to hold the stretcher, or to keep it on the shoulder. It was also quite easy to keep this type of stretcher clean.

For this reason the stretcher was made a railing
During the war, the iron railings installed in many residential areas of London were taken out and these stretchers were made from them. When hundreds of stretchers were left after the war ended, the administration decided to bury those stretchers in the ground and compensate for the removed railings. This is how these railings were installed. According to the report, these railings can be seen on Beckett Street and Pilgrimage Street.
