What is a Lookout Notice?
Lookout Notice is a circular which is used by the authorities in India to check whether a traveling person is wanted by the police or not. If understood in simple language, it is used to screen persons traveling across international borders like international airports or sea ports.

Whenever a criminal escapes from the clutches of the law, a lookout notice is issued. Lookout notice is also called lookout circular. Many times a lookout notice is issued against those people for whom a request is made by law enforcement agencies. Lookout notice in India is issued following certain guidelines issued by the Ministry of Home Affairs.

Who can issue a lookout notice?
Lookout notice i.e. LOC can be issued against any accused (Indian or foreign). If a criminal is deliberately avoiding arrest or is refusing to appear in the court, then this notice can also be issued to him. This notice can be issued on the orders of 15 authorities including courts, CBI, ED, SFIO and public sector banks.
