This feature will also be rolled out for everyone soon. Currently the feature of PIN message is not available on the app.

WhatsApp has recently rolled out a new feature for users which gives them the option to silence calls coming from unknown numbers. By keeping this feature on, you will not be disturbed by calls coming from unknown numbers and the call will automatically be silent. You will be able to see the silent calls in the call list.
