Police used to measure the length of swimsuit
In 1908, she was arrested in Boston because her swim wear exposed her arms, legs, and neck. In 1922, policemen (Swimsuit Police) in Chicago, America, started measuring the length of women’s swimsuits, because as new types of clothing materials started being made, swim suits started becoming tighter and shorter. Women were allowed to come to the beach only after their height was measured. If their swimsuits were below the prescribed standards, they would be fined.

Fine was imposed for wearing bikini on the beach
Beach sensors were installed on the beach at Coney Island in the early 1920s. That is, policemen, men and women used to roam undercover on the beach, and used to catch women wearing short clothes. Bikini was banned not only in America but also in countries like Spain, Italy and Portugal.
