Let us tell you that UPSC had issued an advertisement on 7 August for 45 joint secretary, deputy secretary and director level vacancies. But there was a lot of political uproar over this decision of the government. Most of the opposition parties including Congress had alleged that the government is attacking reservation. Not only this, the NDA constituents also criticized the decision. After which the central government has banned the advertisement of lateral entry. The Personnel Minister has written a letter to the UPSC Chairman regarding this matter. Prime Minister Narendra Modi On the instructions of the government, advertisements for direct recruitment have been banned. It is written in the letter that the Modi government believes that reservation in public jobs should not be tampered with.
When did the lateral entry system start?
According to PTI, the first ‘Administrative Reforms Commission’ was formed in the country in 1966 under the chairmanship of Morarji Desai. It advocated reforms in administrative services. Morarji Desai stressed that people with special skills are needed in civil services. He was also the Prime Minister of the country between March 1977 and July 1979. However, when Morarji stressed the need for skilled people, there was no mention of lateral entry at that time.
However, four decades later, the concept of lateral entry was first introduced in the Congress-led United Progressive Alliance (UPA) government. In 2005, the UPA government constituted the second ‘Administrative Reforms Commission’. Senior Congress leader Veerappa Moily was made its chairman. He also strongly supported the lateral entry scheme. Initially, only posts like Chief Economic Advisor were appointed through the lateral entry scheme.
Who gets priority in lateral entry
Now the question is what is the lateral entry system. Let us tell you that through UPSC lateral entry, candidates are directly appointed to those posts on which IAS rank officers are appointed after qualifying the UPSC exam. In simple language, understand that in this system, candidates are directly appointed to the post of Deputy Secretary i.e. Joint Secretary and Director/Deputy Secretary in various ministries, departments and organizations. In this, UPSC gives priority to experts from different sectors from the private sector. So that the system can benefit from the experiences of experts and different schemes and projects can also benefit.
